2011年中國清潔燃料高峰論壇即將召開
伴隨著汽車保有量的急劇上升,有害污染物的排放也正不斷加劇,根據(jù)《中國機動車污染防治年報(2010年度)》顯示,機動車尾氣排放已成為我國大中城市空氣污染的主要來源。按照國家環(huán)保部有關(guān)規(guī)定,我國將于2011年1月1日起,開始執(zhí)行第四階段重型柴油車排放標(biāo)準(zhǔn),2011年7月1日起,開始執(zhí)行第四階段輕型汽車(國Ⅳ)排放標(biāo)準(zhǔn)。
但目前由于油品升級的滯后該時間表被迫作出延遲,因此社會對清潔燃料的需求變得日漸迫切與突出。與此同時,合成燃料(煤制油、天然氣合成油)、醇醚類燃料(甲醇、二甲醚、乙醇)、生物質(zhì)產(chǎn)品(生物質(zhì)燃料、生物柴油)等各種新型替代燃料的發(fā)展如火如荼,在傳統(tǒng)石油燃料供應(yīng)日趨緊張及清潔化呼聲漸高中,迎來了新的發(fā)展春天。
在此背景下,中國化工信息中心將聯(lián)合國際著名清潔燃料組織——亞洲清潔燃料協(xié)會(ACFA),共同于2011年9月4-6日在北京隆重召開“2011中國清潔燃料高峰論壇”,會議將邀請聯(lián)合國環(huán)境規(guī)劃署、歐洲汽車制造協(xié)會、亞洲城市清潔空氣行動中心、亞洲清潔燃料協(xié)會的頂級專家,我國國家發(fā)改委、環(huán)保部、財政部相關(guān)部門領(lǐng)導(dǎo),中石油、中石化油品巨頭高層代表,以及國外知名煉油催化劑生產(chǎn)商、替代燃料生產(chǎn)知名企業(yè)、國內(nèi)外知名汽車生產(chǎn)商等共聚一堂,共同探討中國清潔燃料發(fā)展的明天。
據(jù)悉,本次大會將以國際化視角審視中國清潔燃料發(fā)展的趨勢和未來,大會議題包括了當(dāng)前眾多專業(yè)人士共同關(guān)心的問題,如我國清潔燃料相關(guān)產(chǎn)業(yè)政策最新發(fā)展、國內(nèi)未來燃油及排放標(biāo)準(zhǔn)政策推進(jìn)、新能源和替代燃料開發(fā)進(jìn)展以及下游汽車/發(fā)動機領(lǐng)域發(fā)展對燃料的最新需求等。來自各方的代表將充分闡述自己的觀點,探討清潔汽車和清潔燃料技術(shù)和市場的發(fā)展方向,討論實際發(fā)展中遇到的問題,借鑒發(fā)達(dá)國家和地區(qū)在環(huán)保方面的經(jīng)驗和教訓(xùn),呼吁國家產(chǎn)業(yè)政策和稅收政策對清潔汽車和清潔燃料生產(chǎn)和研發(fā)給予必要的扶持。
目前大會籌備順利進(jìn)行,預(yù)計將有來自十幾個國家的30多家中外政府機構(gòu)、研究機構(gòu)、著名石油化工和汽車制造公司以及相關(guān)企業(yè)的代表發(fā)言,出席會議的中外人士將達(dá)200余人。(會議詳情參見www.clean-fuel.org)
Focus Clean Fuels, Focus Human Health
——“China Clean Fuels Summit 2011” will be held in Beijing
The development of automobile industry and the more and more rigorous automobile off gas criterion, bring forward higher demands to the quality of automobile gasoline. Chinese government has made very great effort for reducing automobile pollution. According to new policy by Ministry of Environmental Protection of the People’s Republic of China (MEP), the progress IV emission standard for heavy-duty diesel vehicles (HDDV) will be put into operation from Jan 1st, 2011, as well as for light vehicle from Jul 1st, 2011, and it is believed that the policy would be spread to more than 400 cities within China mainland in the next 5~10 years. But recently MEP decides to take effect to delay implementation for a year due to lags in oil quality.
Respectively, the route leading to reasonable vehicle exhaust has to be followed by vehicle engine improvement and enhancing vehicle oil quality. Obviously, people might be able to do more for oil quality enhancement under current policy for emission standard, thus which would be a good reason for greater need in clean fuels.
Meanwhile, there has recently been an explosion of support for the development of alternative fuels and new energy vehicles, which will allow for more influential technological breakthroughs and rapid development in technical innovation, policy support, market competition and overall progress. Currently, the new fuels development concentrates on gas fuel (natural gas, liquefied gas and hydrogen), synthesized fuel (coal liquefaction, gas-to-liquid fuel), alcohol and ethers fuel (methanol, diethyl ether and ethanol) ,biofuels, and some of them have been sent into production even in application. Therefore, the participation of new fuels indicates that a new dynasty’s coming by the storm of clean fuels.
Then, the other question is that how we could do to make fuel industry becoming more attractive to investors who might be concerned with marketing and future of the products. Unfortunately, the answer doesn’t come out in the same direction because it still has few problems we need to solve like oil utilization, environmental protection and prospective of clean fuels. So, in this circumstance, China National Chemical Information Centre (CNCIC) and Asian Clean Fuels Association (ACFA) would like to hold “China l Clean Fuels Summit 2011” in September 4th-6th, 2011 and experts or leaders from industry, government and organization will be invited to join in. Currently, organizing committee has already got feedback from National Development and Reform Commission (NDRC), Ministry of Environmental Protection of the People’s Republic of China (MEP), key departments of vehicle exhaust emission standard, PetroChina, SinoPec and numbers of well-known producers in oil refining catalyst producers, alternative fuels and automobile which will definitely send senior leaders as reporter or attendees.
